Settlement-Free Peering Policy for WV Fiber.


     This document outlines the guidelines and prerequisites that WV Fiber uses to determine whether a network qualifies for peering. WV Fiber reserves the right to modify, replace, or nullify this document at any time.

 


     Established in 2003, WV Fiber is a global Internet and transport backbone provider, which maintains an International MPLS/IP infrastructure, operated under global Autonomous System Number 19151. WV Fiber has an aggregate peak bandwidth utilization in excess of 100 Gbps, with a fairly balanced 1:1 traffic ratio.

 

  1. Internet Peering Requirements

 

    1. Both parties shall operate an experienced Network Operations Center manned 24 hours a day, 7 days a week. The network operations center should have a 24 x 7 escalation path to senior level engineers for resolving issues in a timely manner.

 

    1. Potential peering partners must demonstrate and enforce strict filtering policies to prevent route leaks.

 

    1. A good faith effort should be made to facilitate communication regarding network maintenance that will affect traffic exchange.

 

    1. Both parties shall be responsive to unsolicited bulk email and Denial of Service attacks, as well as other network abuse complaints. A good faith effort should be made to provide a qualified engineer to trace ongoing network attacks within a reasonable amount of time.

 

  1. Technical & Routing Requirements

 

    1. Both parties should maintain sufficient connectivity to enable saturation free delivery of traffic. Both parties should act proactively to establish additional capacity to accommodate traffic growth.

 

    1. Neither party shall point default "route of last resort"; add a static route; or otherwise send traffic to the other party for a route not advertised via BGP.

 

    1. Neither party shall modify, sell, or provide the next-hop to a third party.

 

    1. Under no circumstances shall the interconnection partner be a simultaneous peer and transit customer.

 

    1. Generally, WV Fiber does not peer with downstream transit customers of existing peering partners but this may be evaluated on a case-by-case basis.

 

  1. Public Peering Requirements

 

    1. North American Public Peering Requirements

 

                                                              i.      Interconnection at a minimum of three (3) diverse (one east coast, one mid-west and one west coast) peering cities.

 

                                                             ii.      At least 250Mb/s of aggregate traffic measured at peak times must be exchanged.

 

    1. European Public Peering Requirements

 

                                                              i.      Interconnection at one (1) or more peering points in common.

 

                                                             ii.      At least 125Mb/s of aggregate traffic measured at peak times must be exchanged.

 

    1. Global Public Peering Requirements

 

                                                              i.      Interconnection at a minimum of two (2) geographically diverse continents (North America and Europe.)

 

                                                             ii.      At least 125Mb/s of aggregate traffic measured at peak times must be exchanged.

 

  1. Private Peering Requirements

 

    1. North American Private Peering Requirements

 

                                                              i.      Private interconnection at a minimum of three (3) diverse (one east coast, one mid-west and one west coast) private peering cities.

 

                                                             ii.      At least 500Mb/s of aggregate traffic measured at peak times must be exchanged.

 

                                                           iii.      Uniform interconnection speeds are preferred; interconnection should have no less than 1000Mb/s of capacity. 

 

    1. European Private Peering Requirements

 

                                                              i.      Private interconnection at one (1) private peering city.

 

                                                             ii.      At least 500Mb/s of aggregate traffic measured at peak times must be exchanged.

 

                                                           iii.      Interconnection(s) should have no less than 1000Mb/s of capacity. 

 

    1. Global Private Peering Requirements

 

                                                              i.      Private interconnection at two (2) geographically diverse continents (North America and Europe.)

 

                                                             ii.      At least 500Mb/s of aggregate traffic measured at peak times must be exchanged.

 

                                                           iii.      Interconnections should have no less than 1000Mb/s of capacity.

 

  1. General Policy

 

    1. WV Fiber reserves the right to modify, replace, or nullify this document at any time.

 

    1. Any interconnection may be terminated for any reason, with 30 days notice.

 

    1. A good faith effort should be made to split the cost, if any, for Private Network Interconnections.

 

    1. Meeting all of the requirements stated in the Policy does not guarantee WV Fiber will enter a settlement-free interconnection relationship with Applicant.  WV Fiber reserves the right to deny settlement-free peering to an Applicant based on business reasons.  WV Fiber also reserves the right to make exceptions to this policy for special case or legacy peering partners.

 

    1. Applicants must be listed and provide updated contact information (if applicable) on PeeringDB.com.

 

    1. Applicants may apply for settlement-free peering once every six (6) months.

 

    1. WV Fiber requires that Applicants seeking settlement-free peering in the United States agree to provide reciprocal settlement-free peering with WV Fiber in the Applicant's home market.
